List students who are NOT enrolled in a specific course, using only the admin interface in Moodle

I'm trying to find all users on a Moodle (3.5.x) instance who are not enrolled in a specific course.
As an alternative, finding users who are not enrolled in any course would suffice, for now.
I'm only allowed to use the admin interface, such as the Browse list of users and Bulk user actions pages. So I can't use SQL.
Is there a way to achieve this ?
