Problems with Dynamic Named Range with Dynamic Reference

Here is the problem I've been trying to solve.

I am creating a new estimating sheet for my company. I am trying to use a dynamic named range with a dynamic reference. I have created the INDEX,MATCH formula to find my reference and called it "_3rd_to_2nd_Formula_Start"

_3rd_to_2nd_Formula_Start

as you can see above, I have the formula working and returning the address of the cell I want it to find.

I also have an OFFSET,INDEX,MATCH,COUTIF formula to find my bottom right of the named range I'm looking to build and called it "_3rd_to_2nd_Formula_End"

_3rd_to_2nd_Formula_End

as you can see above, I have the formula working and it's fining the cell address for the bottom right of the named range I want to build.

I now have a formula that finds where my Stair Location starts and where it ends with the stair numbers for those stairs included.

When I go to make a Named Range using the Name Manager, this is what I did:

Name Manager

The Named Range I am building is called "_3rd_to_2nd_Floor"

The formula would be simple I thought. The formula that creates one cell address to the formula that creates another cell address. But when I go to use my new Named Range "_3rd_to_2nd_Floor", this is what it has selected.

_3rd_to_2nd_Floor

Please help me find my error. I'm open to suggestions on changing any part of this process.

And no, I can't use VBA.

Thanks in advance to any help from anyone.
