Composer error on “composer install” [RuntimeException]

Tried to update Drupal 8.6 via Composer and end up failing at permission denied. Not sure what's happening, as I was successful in updating to 8.5.5. Can access manual via github no problem. Also manually added to folder in site. This is all on local host and site now does not load. Any suggestions for trouble shooting would be much appreciated.
composer.jason has:

You tend to get SSL errors like that when you use outdated versions of stuff. Is your git version very old?
