Restore Google Cloud to save cost

I am new to Google Cloud. I picked up a trial account to participate in Kaggle. Initial RStudio Server setup and required R packages installations takes a while (20-30min) because packages compile. I would like to work on my project over the next few weeks. Someone told me I will incur costs if I create project/cluster with data and leave it lying around. I am trying to keep my expenses low.
One solution I think might solve this problem is to download a snapshot of my session and delete the cluster when I am not using it. Create a new cluster and upload the snapshot to pickup where I left off. Is this a viable option? It takes around 20 min to install all necessary packages before working on analysis/modeling.
Are there better ways to deal with this? I would really appreciate any advice on this.

it is more a question for everyone... is 20min a big problem ???? Think about what you r trying to save ....
