Tile patterns on websites

I come from the application development area and have a customer who came up to me to build him an intranet website. Unfortunately I don't know anything about programming websites and that's why I come to you:



The customer wants to have tile patterns (like Windows 10 uses it) to list his program points. He wants it to be as modern and interactive as possible. In other words, when you move the mouse over tiles, they change graphically, etc. Now my question is, which programming language do I have to look at best, because I think that HTML, CSS and PHP are reaching their limits here. The tiles should be self-organizable or movable etc. (Best selection of the most needed program items)



Are there alternatives that are not only functional, but also enable particularly attractive modern operating elements?
