VUE install on Windows10

Having tried lots of different suggestions from previous posts I am still unsuccessful in my attempts in my efforts to install vue-cli on Windows10. When I run the command -
npm install -g vue-cli
I am getting the following response
openssl config failed: error:02001003:system library:fopen:No such process
Any suggestions VERY gratefully received...

Have you tried running it from an admin cmd? npm requires admin privileges to install programs in the global scope.
