How to detect network switch on MacOS with 100% sure?

As I see, SCNetworkReachability don't cover 100% switches.
F.e. I don't receive notification when WiFi switchs from iPhone (bridged) to other WiFi router (even manually). Sometimes I see no notification when switch from one WiFi to other.
But I need to detect net switch (IP switch) with 100% sure.
Also, one more question. Is there a way to get notification when WiFi switched to other router inside one network? (i.e. access point swiched but IP stay the same)
